The cookie cutter algorithm for handling mixed hierarchy

When doing symbolic design in a mixed hierarchy system, primitives that route between cells must be encapsulated in cells themselves to make the job of the compactor easier. To free the designer from that tedium, a transparent process between layout and compaction creates new cells and drops the primitives into them. The designer is thus freed from creating new routing cells every time the design changes, and compaction is more efficient since it can be truly hierarchical.
